OFFICE MEMORANDUM
Sub : Honorarium & perks for part-time non-official chairman
of state public enterprises
It has come to the notice of the Govt. that no uniform policy is
being followed by State public enterprises as regards payment of
honorarium and perks to the part-time non-official chairman of the
state public enterprises. In order to ensure uniform decision on such
matters, the Govt. after due consideration have taken the following
decisions.
All non-official part-time chairman including sitting MPs &
MLAs should be paid following honorarium & perks.
Consolidated honorarium of Rs. 1,000/- Per Month. No further
sitting fee will be admissible to the Chairman
TA & DA at rates admissible to the Chief Executive of the
concerned enterprise for tours undertaken for the purpose of the
enterprise
Medical benefits as admissible to the highest grade of the
officers of the concerned enterprise.
A car with a driver may be provided. The Chairman may be
provided with 75 litres of petrol per month free of charge for local
movements.
A peon may be provided to Chairman
Irrespective of Govt. decision on the matter as afore
mentioned, the Chairman of the Statutory corporations will be
eligible for honorarium and perks as provided for in the concerned
statutes.
In cases where non-officials are appointed as part-time
chairman of more than one enterprise, such non-officials will be
eligible to draw the honorarium & perks mentioned under para 1
above from only 1 enterprise.
All administrative departments are requested to give immediate
effect to these Govt. decisions.

Cabinet decision on Honorarium etc., to be paid to the non-Official
Chairman of Public Enterprises
Sir,
I am directed to refer to this Department O.M. No.PE7/79/157,
dated 21st March,1984 on the above mentioned subject (copy
enclosed) and to state that a Public Enterprise had raised a valid
issue as regards para 1 (iii) of the said O.M. As is known, the post
of some of the Public Enterprises are held by deputationists from
either the IAS or the ASC cadres and the rules governing Medical
Allowances admissible to the personnel from these two cares are
different. Therefore, an embarrassing situation will arise as regards
Medical Allowances admissible to a Chairman if a Managing Director
from the IAS cadres is succeeded by the Managing Director from the
ACS cadre. It is, therefore, essential to clarify the position in
this regard.
Finance Department may perhaps take the following point into
account in considering the issue:
Since the non-official part-time Chairman are not whole-time
officers, perhaps admissible to family members of Government
servants and employees of the Public Enterprises may not be extended
to the family members of the Chairman.
Since the IAS cadre personnel is covered by Rules designed at
the national level, perhaps the Rules of the State Government may be
more appropriately applied to the Chairman of the State Public
Enterprises
An early clarification of the matter is requested.

Sub: HONORARIM AND PERKS FOR PART-TIME NON-OFFICIAL CHAIRMAN OF
THE STATE PUBLIC ENTERPRISES
It has come to the notice of the Government that some of the
Public Enterprises have faced difficulties in implementing the
Government decisions on payment of honorarium etc., to part-time
non-official Chairman as embodied in this Department's O.M.
No.PE.7/79/157, dated 21st March, 1984 In order to remove
such difficulties, the Government after due consideration have issued
following clarifications.
Consolidated monthly honorarium of Rs.1000/- and other
perquisites admissible to the non-official, part-time Chairman of
the Public Enterprises is not applicable to Ministers, Ministers of
State, Dy Minister and Parliamentary Secretaries who are part-time
Chairman of such Public Enterprises.
As is the practice, the decision to pay the consolidated
monthly honorarium and other perquisites shall have prospective
effect and shall come into force from the date of issue of the
concerned O.M. i.e. with effect from 21st March,1984.
The cost of mobil oil and other lubricants for cars allotted
to the part-time Chairmen shall be borne by the Public Enterprises
themselves as may be required for proper maintenance of the
vehicles.
Part-time non-official Chairman are entitled to T.A. at the
rates admissible to the Chief Executive Officers of the Enterprise
concerned for all tours undertaken for the purpose of the
Enterprise. The Chairman shall be free to visit the concerned
Enterprise as and when required but all other tours within or
outside the State shall be undertaken by them when so instructed by
the Board of Directors. The Chairman shall submit their tour diaries
and tour notes to the Admn. Department concerned with a copy to the
Managing Director of the Enterprises so as to ensure that tours are
undertaken fruitfully.

OFFICE MEMORANDUM
Sub: T.A.,
D.A. and other benefits to the part-time Chairman, Managing Directors
and Chief executive officers of State Level Public
Enterprises.
In partial modification of this department's earlier
O.M.No.PE.7/79/157 dated 21st March, 1984 and
PE.7/79/Pt/25 dated 19th June,1984, the Chairman, Managing
Director/Chief Executive Officers of the State Level Public
Undertakings of the Government of Assam will be entitled to draw
travelling allowance, Daily allowance as mentioned below while on
tour on official duty within and out side the North Eastern
Within the State and N.E.Region, T.A. and D.A. will be at
par with Senior Grade Government officers.
Outside the state and N.E.Region : T.A. at par with Senior
Grade Government servants. In case of journeys to New Delhi and
Calcutta where Assam Houses exist, if they are not classified as
officials, they will be entitled for reimbursement of room charge if
they stay in Assam Houses, whose availability must first be
ascertained from G.A.D. In addition, one D.A. will be admissible. If
they are classified as officials, which will be the case of IAS and
ACS officers deputed to Public Sector Units, they would be entitled
to D.A. at same rates as Senior Grade Government servants.
In case accommodation in Assam Houses are unavailable and hotel
accommodation is necessary, reimbursement of hotel lodging costs will
be on the basis of actuals subject to a maximum of Rs. 300/- per day.
In addition one D.A. will be admissible. In places where there are no
Assam Houses, reimbursement will also be restricted to Rs.300/- per
day in metropolitan cities and to Rs.250/- only in other places. In
addition, one D.A. will be admissible.
These instructions should be strictly complied with. Approvals for
tours must also be taken in all cases strictly according to procedure
laid down in the O.M. PE.7/79/Pt/25 dated 19th June, 1984
and tour diaries submitted.

It has come to the notice of the Govt. that some Directors /
Officers of the State Public Sector Undertakings / Co-operative
societies etc. sometimes stay at 5 star hotels outside the State of
Assam in connection with official purposes at the cost of the State
public sector undertakings / Co-operative societies etc.
It is therefore directed that Directors or Officers of the State
public sector undertakings / co-operative societies largely funded by
the Govt. should not henceforth stay at any 5 star hotel at the cost
of State Public Sector Undertakings / Co-operative societies etc.
irrespective of past practice or their rules or decisions in this
regard, as it is considered improper to spend public funds on such
ostentatious and costly living.
The administrative departments are requested to give immediate
effect to this directive and inform Public Sector Undertakings /
Co-operative societies under their control.
